Functions and Duties of the Da Nang Center for Innovation Startup Support

I. Position and Functions

1. The Da Nang Center for Innovation Startup Support is a public service unit under the Da Nang Department of Science and Technology. The Center is subject to the direct direction, management, and administration of the Da Nang Department of Science and Technology. It performs the function of advising and assisting the Director of the Department of Science and Technology in organizing the implementation of research activities, public service activities, and the provision of services related to innovation promotion and startup support; information and statistics on science, technology, innovation, and digital transformation serving the state management of the Department of Science and Technology and meeting the needs of organizations and individuals in accordance with the law; and managing, operating, and exploiting scientific and technological infrastructure assets under the Center in accordance with legal regulations.

2. The Da Nang Center for Innovation Startup Support has legal status, its own headquarters, seal, and bank account as prescribed by law.

II. Duties and Powers

1. Duties related to research, public service activities, and service provision for innovation and startup support:

a) Develop the Center’s five-year and annual programs and plans, and organize their implementation after issuance or approval; participate in developing, leading, or coordinating communication and dissemination of mechanisms, policies, professional guidelines, and the implementation of legal documents, programs, and plans on innovation and startup support within the scope of assigned functions and duties;

b) Organize controlled experimental implementation (sandbox) for innovation activities involving new products, new services, and new technology-based business models;

c) Organize activities to promote and develop the local innovative startup ecosystem; mobilize investment resources for innovative startups; support and encourage the development and capacity enhancement of technology incubators, science and technology business incubators, technical facilities, co-working spaces, individuals, groups of individuals, innovative startup enterprises, startup consultants, startup support organizations, startup investors, and other stakeholders in the innovative startup ecosystem;

d) Conduct research and public service activities serving state management in innovation and startup support; implement activities, programs, projects, and schemes on innovation and innovative startups in accordance with legal regulations;

đ) Provide public administrative services, scientific and technological services, consulting, support, incubation, and training services; conduct production and business activities (through economic and other types of contracts) in line with assigned functions and duties and in accordance with the law; provide consulting on forming, connecting organizations and individuals, innovation networks, and startup networks to promote innovation and develop the local innovative startup ecosystem;

e) Conduct surveys and assessments of the support needs for capacity improvement of organizations and individuals in the fields of innovation and startup support;

g) Promote linkage activities between organizations and enterprises in innovation and innovation support; build and develop networks of innovation partners domestically and internationally;

h) Organize conferences, seminars, and events; carry out international cooperation and investment promotion activities; implement cooperation programs to promote innovation and provide startup support for organizations, individuals, and enterprises;

i) Provide professional training and capacity building; coordinate in organizing training activities for organizations and individuals within the scope of assigned functions and duties and in accordance with the law;

k) Lead and coordinate with relevant agencies in collecting, synthesizing, and providing information and data; propose and implement solutions to build and improve the local innovation index; provide consulting and support services to enterprises in building technology innovation roadmaps and supporting organizations and individuals in innovation and innovative startup activities.

2. Duties related to public service activities, information and statistics on science, technology, innovation, and digital transformation:

a) Participate in developing and implementing legal documents, programs, master plans, and plans for information and statistical services under the authorized scope after approval by competent authorities;

b) Research, synthesize, analyze, and provide scientific and technological data and information serving local leadership and state management; compile, publish, and provide periodic publications and thematic reports in the fields of information and statistics on science, technology, innovation, and digital transformation;

c) Guide and organize the collection, registration, storage, and publication of information on scientific and technological tasks under local management as prescribed;

d) Access, search, and provide domestic and international scientific and technological information to support task identification, selection, implementation, evaluation, and acceptance of scientific and technological tasks, innovation, digital transformation, and key local programs and projects; support scientific research, technological development, innovation, and digital transformation for local socio-economic development;

đ) Build, manage, operate, and develop information and statistical infrastructure on science, technology, innovation, and digital transformation; update and exploit information from the national database on science, technology, innovation, and digital transformation; build, manage, connect, and share local databases ensuring consistency and unity;

e) Coordinate implementation of projects under the “Vietnam Digital Knowledge System” at the local level; develop local data projects; develop and integrate local data and information systems in sectors such as education, agriculture, healthcare, science, technology, innovation, and digital transformation, and publish them openly on the Vietnam Digital Knowledge System for community use;

g) Develop and operate scientific and technological information networks; apply information technology and advanced technical tools in information and statistical activities; develop, operate, and manage the electronic portals of the Department of Science and Technology, and electronic portals, websites, and forums on innovation and startups of the locality;

h) Organize the implementation of statistical reporting for the local science, technology, innovation, and digital transformation sectors;

i) Participate in or organize scientific, technological, innovation, and digital transformation statistical surveys under the national statistical survey program and outside the national program; organize local surveys, synthesize, process, analyze, and update data into local statistical databases; disseminate and publish survey results;

k) Organize and disseminate scientific and technological information and statistics on science, technology, innovation, and digital transformation; coordinate with mass media to bring scientific knowledge to the public; provide information serving local socio-economic development;

l) Organize and develop scientific, technological, innovation, and digital transformation information resources; acquire books, newspapers, and documents through purchase, donation, or exchange; develop library activities including traditional, electronic, and digital libraries and scientific information networks; participate in the Vietnam Library Consortium for scientific and technological information resources;

m) Organize or coordinate technology and equipment fairs (Techmart), technology supply–demand connection (Techdemo), innovation startup festivals (Techfest), information and technology exchanges, startup idea and product exchanges (offline and online), and scientific and technological exhibitions locally and internationally; collect and provide information on technologies, products, and scientific and technological information services; provide information on applied research results, technical advances, and expert information;

n) Organize and participate in training activities, professional workshops, conferences, and seminars held annually by the Ministry of Science and Technology or local authorities in relevant fields;

o) Organize and coordinate study tours, experience sharing, and cooperation activities on models of information and statistical operations in science, technology, innovation, and digital transformation;

p) Organize, implement, and provide products and services supporting scientific research, technological development, education, training, production, and business in the fields of information and statistics on science, technology, innovation, digital transformation, and other lawful fields.

3. Implement or coordinate implementation of scientific and technological tasks within the assigned functions and duties.

4. Conduct domestic and international cooperation within the assigned functions and duties in accordance with the law.

5. Manage public employees, workers, assets, and finances of the Center in accordance with the law and existing decentralization regulations.

6. Monitor, synthesize, and prepare periodic and ad-hoc reports on operations within the scope of assigned functions and duties.

7. Manage, operate, and exploit scientific and technological infrastructure under the Center’s management, including: innovation spaces, co-working spaces, incubator facilities and equipment, shared technical equipment, research and development facilities, office equipment, and IT infrastructure supporting innovative startup projects and enterprises funded by the city budget.

8. Perform other tasks assigned or authorized by the City People’s Committee and the Department of Science and Technology in accordance with the law.
