At the same time, Resolution 43 also stated: The Politburo agreed that there should be specific mechanisms and policies to build and develop Da Nang city, creating a driving force for the development of the Central - Highlands region and the whole country.

Next, in Resolution No. 52 dated September 27, 2019 of the Politburo on a number of policies and guidelines to actively participate in the Fourth Industrial Revolution, it was also clearly stated: Perfecting the model and mechanism policies to create breakthrough development for hi-tech parks. On the basis of Hoa Lac hi-tech parks (Hanoi), Da Nang and Ho Chi Minh City, develop innovative urban areas of international level. Promote the development of the innovative startup ecosystem, accelerate the establishment of national creative startup centers, in the immediate future in Hanoi, Da Nang and Ho Chi Minh City.

Up to now, the journey of building and developing the innovation startup ecosystem in Da Nang city has basically gone through 3 main stages as follows:

The first stage is the period of inspiration and aspiration (2014 - 2015), this is the activation phase of the ecosystem with the program "Da Nang Entrepreneurs Year 2014" and the Program "Developing Da Nang Startups". 2016” arouses the spirit of entrepreneurship. Start-up support organizations were also formed and actively operated such as the Coordinating Council of the Ho Chi Minh City Startup Network. Da Nang, Startup Creation Club (9Start Lab), Da Nang Young Creative Club and clubs in universities such as Bach Khoa Startup Club (University of Science and Technology - University of Science and Technology). During this period, Da Nang has formed a number of co-working spaces such as Fablab Da Nang, The Hub, Enouvo Space. Some funds have activities to support start-up activities of Da Nang such as: PVNi, Lotus Fund, IPP (Vietnam - Finland Innovation Partnership Program), Innofund of BIPP Project (bilateral project funded by Belgium sponsoring Vietnam from non-refundable ODA through the Belgian Development Agency), Ho Nghinh Technology Innovation Promotion Fund.

Some of the first business incubation programs were implemented such as the "100 Da Nang Entrepreneurial Seeds" Program of the Da Nang SME Support and Development Center (DATADC), the "Incubation of Innovative Ideas and Initiatives" program. information technology start-up” of Da Nang IT College, Incubation program of Innovation Incubator (Microsoft Innovation Center of Duy Tan University).

The second stage is the Forming Development Phase (2016 - 2019), in order to continue the achievements as well as overcome the limitations of the first phase, in this phase, according to the orientation of Project 844, Da Nang issued 4 projects to promote innovative start-ups to shape the development of Da Nang's innovative startup ecosystem, including:

- The project "Supporting the national innovation start-up ecosystem until 2025" in the period 2017-2018 in Danang;

- Project "Developing start-up ecosystem in Da Nang city to 2020, vision to 2030";

- The project "Supporting the national innovation startup ecosystem until 2025" in the city in 2019;

- The project "Supporting the national innovation startup ecosystem until 2025" in the city of 2020.

Da Nang's start-up support activities in this period focus on four key tasks: (1) raising awareness of the importance of entrepreneurship in the city's socio-economic development. the city, through which, to develop specific support policies to enhance the possibility of realizing start-up projects; (2) meeting the start-up support needs of organizations and individuals through forms such as training and skills training; financial support, production and business premises, human resources, investment promotion, trade, (3) developing the startup ecosystem through effective connection of startup support resources , including: government, universities, research institutes, economic organizations, socio-professional organizations, experts, investors and (4) promoting international integration of enterprises, having products and brands to the region and the world to make practical contributions to the socio-economic development of Danang. During this period, the city has started to deploy big events to connect resources on innovative start-ups such as the annual Innovation Start-up Day - SURF, especially in 2018, the city has coordinated with the Ministry of Science and Technology to successfully organize the national Techfest in Da Nang city with the participation of the Prime Minister, central ministries, international organizations, experts and scientists , investment funds, business community to connect resources.

The third stage is the Convergence of Platform Resources (2020 - 2022), in this phase, the platform resources begin to be converged and connected, which is the premise for the following phase to accelerate with the issuance of a series of policies to promote the startup ecosystem such as the Program and implementation plan of the 36-CTr/TU Program of the City Party Committee on High-Tech Industry Development, building Da Nang into an innovative start-up center. national innovation, is an innovative urban area - science and technology of international level, with high competitiveness; Decision No. 3836 of the City People's Committee on the Project to build Da Nang into a national innovation startup center in the Central - Highlands region; Resolution 328/NQ-HDND of the City People's Council stipulating the content and level of spending from the state budget to support the innovation startup ecosystem in Da Nang city until 2025; Plans of the City People's Committee to implement the Project "Supporting the National Innovation Startup Ecosystem until 2025" in Danang; Decision No. 36/2016/QD-UBND on policies to support enterprises in technological innovation, Resolution No. 54/2021/NQ - People's Council stipulates spending levels to implement the National Program to support enterprises to improve productivity product quality, Resolution No. 62/2021/NQ-HDND and Decision No. 3836/QD-UBND on intellectual property development program, support for establishing intellectual property rights...

During this period, the city issued 19 related policies to support innovative start-ups, forming a network of 06 incubators, 04 investment funds, 02 creative spaces, 10 co-working spaces. , 10 start-up clubs, established 03 innovation start-up support centers, cooperated with the Ministry of Science and Technology to promote the establishment of the National Center to Support Creative Startups in Da Nang; cooperate with the University of Danang, Da Nang Youth Union, Vicoland Group, VNPT Da Nang to promote the development of the city's innovative startup ecosystem; Direct funding for 17 projects and incubation programs with a budget of nearly VND 4 billion… Some startups in Da Nang have won high prizes at domestic and foreign startup competitions, successfully raising capital. millions of dollars, creating many new jobs, paying taxes to the state budget. In the years 2020 and 2022, Da Nang city has received the award of Attractive start-up innovation by the Vietnam Software and IT Services Association (VINASA).

In Decision No. 188/QD-TTg dated February 9, 2021, the Prime Minister directed: “Building a system of Innovation Centers to support research and development, innovative start-ups, ensuring the successfully operate the Centers with specific, superior and competitive mechanisms and policies compared to the region and the world; develop the National Centers for Support for Creative Startups in 03 cities of Hanoi, Da Nang and Ho Chi Minh City and the Centers for Innovation and Start-up in Ministries, branches, localities and organizations with potential. entrepreneurship and innovation”. From the development status and legal basis for building and developing the innovation startup ecosystem of Da Nang city mentioned above, as well as the goals and political tasks assigned by the Party and Government to Da Nang city on building Da Nang to become a national innovation center is a very honorable and proud task and a driving force for the city's development. To accomplish this task, it requires the efforts and cooperation of the entire Da Nang startup community as well as the central region and the country.

In order to promote innovation, one of the breakthroughs that we need to pay attention to is an institutional breakthrough, because at present, new business - technology models are born in the context of unadjusted laws. in a timely manner, while countries around the world are deploying new institutions such as legal testing frameworks (sandboxes), innovation zones, and open innovation to collect profits. attract investment and encourage innovative start-ups, participate in the ranking of the innovative startup ecosystem index, considering these as competitive advantages in the era of the Fourth Industrial Revolution.

Da Nang city will continue to develop mechanisms and policies as well as make recommendations to the Central Government on specific mechanisms and policies in the spirit of Resolution 43 of the Politburo to build and develop the ecosystem. Da Nang city's innovation startup and at the same time make recommendations to the Ministry of Science and Technology on general policies to continue developing the national innovation startup ecosystem in the coming time.
