Da Nang promotes Innovation policies and strengthens connections with the Global Technology and Investment Community
On the morning of 5 August, the Da Nang Innovation Startup Support Center (DISSC), in collaboration with oBacker Joint Stock Company (OBK), organized a networking and policy dissemination program introducing Da Nang’s mechanisms and policies to promote innovative entrepreneurship for an international delegation of businesses, investors, and experts led by Mr. Guy Yanpolskiy, Representative of GYGlobal. The program attracted more than 50 investors, entrepreneurs, technology experts, and representatives of international organizations interested in exploring opportunities for investment, business cooperation, and the development of the innovation startup ecosystem in Viet Nam and Da Nang.

Overview
The delegation brought together businesses, investment funds, and experts working in the fields of artificial intelligence (AI), semiconductors, digital technology, venture capital, and startup support. Notably, the program welcomed representatives of Network School, a global technology community founded by technology entrepreneur Balaji Srinivasan. The community brings together founders, engineers, developers, and investors from more than 70 countries. It is currently seeking a strategic location in Southeast Asia to expand its network, foster innovation, and strengthen investment connectivity. Da Nang’s selection as one of the destinations under consideration highlights the city's growing appeal to the international technology and innovation community.
In addition, GYGlobal continued to reaffirm its role as a bridge for international cooperation by connecting foreign businesses and investors with Da Nang’s innovation ecosystem. The program also featured representatives of Future Circle Da Nang, a community that connects entrepreneurs, experts, and innovation organizations across the city, further expanding collaboration between local businesses and international partners.

In his remarks, Mr. Vo Duc Anh, Deputy Director of DISSC, provided an overview of the city’s innovation startup ecosystem, highlighted key achievements in implementing the “Da Nang – Innovation City” initiative, and introduced the city's distinctive policies aimed at creating a favorable investment environment for businesses and investors.
According to Mr. Vo Duc Anh, the city has recently promulgated 14 resolutions to operationalize the special mechanisms and policies provided under National Assembly Resolution No. 136/2024/QH15 and Resolution No. 259/2025/QH15, focusing on the development of science and technology, innovation, and digital transformation. These resolutions establish an important foundation for promoting research and development (R&D), commercializing research outcomes, developing a highly skilled workforce, and attracting investment in strategic technology sectors such as artificial intelligence (AI), semiconductor integrated circuits, digital technology, and high technology.
Alongside these new mechanisms and policies, he also introduced the city's strategic development priorities, including the establishment of an International Financial Center, the development of the Da Nang Free Trade Zone, the creation of a National Innovation Center in Da Nang, the expansion of the Da Nang Hi-Tech Park, the development of concentrated information technology parks, and the strengthening of an integrated research and manufacturing ecosystem in semiconductors, artificial intelligence, and digital technology. Leveraging its strategic geographical location, well-developed infrastructure, open investment environment, and highly qualified workforce, these strategic initiatives are expected to generate new growth momentum and position Da Nang as a regional hub for innovation, finance, logistics, and high technology.
As part of the program, participants exchanged views on the potential for attracting international technology communities to establish a presence and operate in Da Nang, support mechanisms for foreign enterprises, the Digital Sandbox policy pilot model, cooperation opportunities within the Da Nang Free Trade Zone, and the city’s innovation startup support programs. Many investors expressed strong interest in developing projects in the fields of artificial intelligence (AI), semiconductors, digital technology, technology education, and innovation in Da Nang.

Representing oBacker Joint Stock Company, Mr. Le Trong Tuan, Chief Executive Officer, shared practical insights into Viet Nam’s investment environment, the procedures for establishing foreign direct investment (FDI) enterprises, as well as regulations governing investment, taxation, labor, accounting, electronic invoicing, and recent updates to corporate governance policies. Drawing on its extensive experience in supporting international enterprises—particularly Korean companies—oBacker introduced its comprehensive support services, ranging from market research, legal procedures, and company incorporation to business operations and investment expansion in Viet Nam.
The discussion session was dynamic and interactive, with investors raising numerous questions regarding investment incentives, cooperation opportunities, business establishment requirements, the development of research centers, and support programs available for innovative startups. Representatives of the Da Nang Innovation Startup Support Center, together with industry experts, responded directly to these questions, provided relevant information, and facilitated connections to cooperation opportunities aligned with the city's strategic development priorities.
Through the collaboration of the Da Nang Innovation Startup Support Center, oBacker Joint Stock Company, GYGlobal, Network School, and Future Circle Da Nang, the program not only effectively showcased the city’s investment environment, innovation startup ecosystem, and distinctive policy framework to the international business community, but also laid a solid foundation for advancing cooperation in research, technology development, innovation, and investment.
The event represents a practical initiative to expand Da Nang’s international cooperation network, attract high-quality investment resources, and advance the city’s vision of becoming a regional hub for innovative entrepreneurship, international finance, high technology, and the semiconductor industry, in line with the spirit of Politburo Resolution No. 57-NQ/TW and the city’s development strategy for the new era.
