Da Nang Launches Digital Transformation Support Policy for Small and Medium-Sized Enterprises to Drive Double-Digit Economic Growth
On the afternoon of July 17, the Da Nang People's Committee convened a conference to launch the city's policy on supporting digital transformation for small and medium-sized enterprises (SMEs), aiming to enhance productivity and contribute to achieving double-digit economic growth.
The conference was held in person at the Da Nang Administrative Center and livestreamed to People's Committees of communes and wards across the city. The event brought together leaders of the Da Nang People's Committee, representatives from departments and agencies, business associations, digital technology enterprises, and a large number of small and medium-sized enterprises.

Overview
The conference was held as part of the implementation of Plan No. 344/KH-UBND issued by the Da Nang People's Committee to execute Decision No. 433/QD-TTg of the Prime Minister on the Digital Transformation Program for Small and Medium-Sized Enterprises for the 2026–2030 period. The initiative demonstrates the city's strong commitment to making digital transformation a key driver of higher productivity, enhanced competitiveness, and the achievement of double-digit GRDP growth.
Da Nang is currently home to more than 61,100 active enterprises, of which over 97% are small, medium-sized, and micro enterprises. While these businesses play a vital role in the city's economic development, they also face significant challenges in terms of financial resources, technology adoption, and management capacity amid the digital transformation process. The implementation of comprehensive support policies is therefore expected to empower enterprises to modernize their business models, improve operational efficiency, and strengthen their competitiveness.
The conference reaffirmed the city's strong commitment to promoting a collaborative "Government – Technology Enterprises – SMEs" model, leveraging technology as a catalyst for improving Total Factor Productivity (TFP) and directly contributing to Da Nang's goal of achieving double-digit GRDP growth.

In his opening remarks, Mr. Ho Quang Buu, Vice Chairman of the Da Nang People's Committee, stated that the city aims to support more than 80% of small and medium-sized enterprises (SMEs) in adopting digital solutions by 2030, while increasing the contribution of the digital economy to approximately 35–40% of the city's Gross Regional Domestic Product (GRDP).
In parallel, Da Nang is implementing a comprehensive package of 14 policy initiatives to support digital technology enterprises and accelerate digital transformation. These include regulatory sandbox mechanisms, policies to promote artificial intelligence (AI) and semiconductor development, as well as support for technology innovation, innovative startups, and enterprise development.
Mr. Buu also acknowledged the strong commitment of the digital technology business community, noting that 27 technology enterprises have registered to participate in the program. Among them, leading companies such as Viettel, VNPT, MobiFone, MISA, Sapo, and Dx82 have pledged to support SMEs by providing digital platforms, digital signature services, electronic invoicing, business management solutions, and digital transformation consulting. These contributions are expected to help enterprises reduce initial investment costs while enabling efficient and sustainable adoption of digital technologies.
At the conference, Ms. Pham Thi Ngoc Quyen, Deputy Director of the Da Nang Department of Science and Technology, presented the implementation progress of the Prime Minister's Decision No. 433/QD-TTg on the Digital Transformation Program for Small and Medium-Sized Enterprises for the 2026–2030 period. She also introduced the city's general support policies, provided guidance on accessing support packages, and launched dedicated business support channels through the 1022 Hotline and the Da Nang Feedback Portal, which will serve as centralized platforms for receiving inquiries, providing guidance, and assisting enterprises throughout their digital transformation journey.
The conference also featured presentations from leading technology companies, including VNPT Vinaphone Da Nang, MISA Joint Stock Company, and Viettel Da Nang, showcasing practical digital transformation solutions, artificial intelligence (AI) applications, digital enterprise development, and strategies to enhance business competitiveness. In addition, a representative of Viet Huong Ceramic Construction Joint Stock Company shared the company's successful experience in applying digital solutions to improve productivity and operational efficiency, providing valuable practical insights for participating enterprises.

Digital Technology Enterprises Pledge Their Support for Small and Medium-Sized Enterprises (SMEs)
As part of the program, a commitment ceremony was held with the participation of 21 digital technology enterprises, banks, and digital solution providers, reaffirming their commitment to supporting the implementation of the SME digital transformation support program.
On this occasion, the participating technology companies also presented certificates of commitment to business associations and small and medium-sized enterprises across the city. This initiative is expected to expand Da Nang's digital transformation support network, helping enterprises improve productivity, strengthen competitiveness, and accelerate their digital transformation journey.

Speaking at the conference, Mr. Nguyen Thanh Hong, Director of the Da Nang Department of Science and Technology, emphasized that the event not only translates the policies and directives of the Central Government and the city into concrete actions to support the digital transformation of small and medium-sized enterprises (SMEs), but also marks the beginning of a more determined and results-oriented implementation phase.
He called on the business community to proactively leverage the city's support policies and assistance programs, encouraged business associations to strengthen their role as a bridge between enterprises and government, and urged digital technology companies to continue partnering with SMEs. Such collaboration, he noted, will help improve productivity, enhance business competitiveness, and contribute to Da Nang's goal of achieving double-digit economic growth.
The conference is expected to inspire more enterprises in Da Nang to actively embrace digital transformation, make effective use of the city's support policies, and accelerate the development of the digital economy. These efforts will contribute to improving labor productivity and advancing Da Nang's vision of becoming a regional hub for innovation, science, and technology.
