Opening remarks by Mr. Le Son Phong, Deputy Director of the Da Nang Department of Science and Technology.
In his opening remarks, Mr. Le Son Phong, Deputy Director of the Da Nang Department of Science and Technology, emphasized that the Web3 Builders’ Summit is not merely a technology event, but also an important forum for discussions on the future of the digital economy, innovative business models, and emerging technological trends shaping the world. In recent years, Vietnam has made significant progress in advancing science and technology, innovation, and national digital transformation. From the National Blockchain Strategy toward 2030 to Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, the policy framework for emerging technologies is gradually being refined in a more open, flexible, and globally aligned direction.
Within this context, Da Nang has identified digital technology, innovation, and the knowledge economy as key strategic growth drivers for the city in the new development phase. Blockchain, Web3, artificial intelligence, and digital assets are regarded as sectors with strong potential to shape future business models, governance methods, and new economic ecosystems.
According to the Deputy Director, Da Nang currently possesses many favorable conditions for the development of emerging technologies, including synchronized digital and telecommunications infrastructure, a rapidly growing technology startup community, and a high-quality young workforce from leading engineering and information technology universities in Central Vietnam. In addition, with special policy mechanisms authorized by the National Assembly, together with the city’s orientation toward developing a free trade zone, an international financial center, and regional semiconductor and AI hubs, Da Nang has significant opportunities to pilot new technology and financial models while ensuring effective risk management and fostering innovation.
At present, Da Nang is proactively researching and proposing controlled sandbox mechanisms for blockchain, digital assets, and new business models, while gradually building a more transparent, favorable, and secure legal environment for enterprises, investors, and technology developers.
Through this summit, the city expects the builder community — including engineers, developers, and technology startup founders — to further strengthen connections with policymakers, investment funds, technology experts, and international partners in order to exchange insights, explore collaboration opportunities, and develop projects with practical value.

Panel discussions.
The conference program was structured around two key segments. The morning session focused on strategy and policy discussions, where startups and founders engaged with organizations involved in shaping Vietnam’s legal framework for digital assets. The afternoon session featured technology presentations, project showcases, and introductions to emerging Web3 infrastructure solutions being developed across the region.
The conference centered on three major themes: Vietnam’s Web3 infrastructure, the future of currency and stablecoins, and trends in tokenization and real-world assets (RWA). In addition to thematic panel discussions, the program also included “Lightning Debate” sessions addressing topics of strong interest within the Web3 community, such as stablecoins versus traditional banking systems, RWA yields versus DeFi-native yields, and the convergence of AI security and Web3 technologies. Furthermore, the presentation sessions introduced various market-oriented projects and technological models, with a focus on on-chain financial infrastructure, blockchain applications for users in emerging markets, and AI-native technologies associated with data sovereignty.
According to Mr. Pham Bao Long, Vietnam’s Web3 ecosystem is currently undergoing significant transformation as institutional infrastructure gradually takes shape. In the next phase, “builders” — including developers and innovators — will need to possess a comprehensive understanding of three critical factors: policy, technical infrastructure, and capital flows, in order to develop sustainable products and achieve long-term market growth. W3BS serves as a platform for these builders to meet, connect, and exchange experiences with one another, as well as with Da Nang’s startup support ecosystem. The summit also presents an opportunity for the city to strengthen its position as an attractive destination for international experts and investors seeking to build from Vietnam.
The event is expected to become a key highlight within the framework of , not only by creating a platform for networking, knowledge sharing, and updates on the latest Web3 technology trends, but also by promoting Da Nang as a promising destination for innovation, digital finance, and technology entrepreneurship in the Asia-Pacific region during this new phase of development.
