VNETWORK and Da Nang Innovation Startup Support Center (DISSC) Partner to Strengthen the City’s Digital Startup Infrastructure Protection
Da Nang, Vietnam – The VNETWORK Joint Stock Company and the Da Nang Innovation Startup Support Center (DISSC) have officially signed a cooperation agreement aimed at enhancing the protection of Da Nang’s digital startup infrastructure.
This collaboration contributes to building a safe and sustainable innovation ecosystem, while concretizing the key orientations set out in Resolution No. 57-NQ/TW on the development of science, technology, innovation, and national digital transformation.
Strategic Partnership to Secure Digital Startup Infrastructure
The signing ceremony took place at DISSC, with the participation of Mr. Vo Duc Anh, Deputy Director of DISSC, and Ms. Phan Thi My Hau, Director of VNETWORK Joint Stock Company.
Under the agreement, the two parties will collaborate across three main areas:
- Capacity Building & Networking
Co-organize networking programs and capacity-building training for government agencies, startups, incubators, universities, and other stakeholders within Da Nang’s innovation and startup ecosystem.
- Technology & Cybersecurity Solutions
Jointly deploy infrastructure, cybersecurity, digital transformation, and artificial intelligence (AI) solutions, along with other technology innovations to support the local startup ecosystem.
- Event Sponsorship & Communication Support
Co-host, sponsor, and promote communication activities for startup and innovation events in Da Nang.

Ensuring Data Security – The Foundation of the Startup Ecosystem
In the context of the digital economy, IT infrastructure is increasingly becoming a target for cybercriminals. According to a report from the VNETWORK Comprehensive Cybersecurity Response Center, DDoS attacks surged by 51% in the first half of 2025, with growing scale and sophistication.
Da Nang currently operates hundreds of data systems serving research, entrepreneurship, and digital transformation initiatives. Leveraging its cybersecurity expertise, VNETWORK will support DISSC in building a multi-layered security model for the city’s Startup Information Portal and Science–Technology Databases.
This initiative also contributes to implementing the National Strategy for the Development of Science, Technology, and Innovation to 2030 (Decision No. 569/QĐ-TTg), which emphasizes the development of digital infrastructure and the assurance of national information security.
Spreading Cybersecurity Awareness in the Public Sector
A key component of the MOU is the Cybersecurity Knowledge Sharing Program for public-sector agencies. The initiative aims to help technical and managerial personnel enhance their ability to identify and respond to risks, thereby promoting digital transformation.
Ms. Phan Thi My Hau, Director of VNETWORK, shared:
“Government agencies manage vast amounts of valuable data. Even a minor vulnerability can paralyze an entire system. VNETWORK hopes to work with DISSC to spread cybersecurity awareness and help the public sector take a more proactive approach to prevention and incident response.”

Accompanying Da Nang’s Innovative Business Community
Da Nang is currently home to 172 incubation projects and 72 active startups, forming the core driving force of the city’s digital economy.
Many startups lack sufficient resources for cybersecurity and are therefore vulnerable to online attacks. VNETWORK, in collaboration with DISSC, will provide consultation and guidance to help startups build suitable security models for each stage of their development.
Mr. Vo Duc Anh emphasized: “When startups feel confident that their data and online services are protected, they will be more willing to innovate, expand, and attract investment.”
